ANALYSIS OF TASAWUR, GOALS AND ELEMENTS OF HISBAH AT THE KOTA BHARU MUNICIPAL COUNCIL, ISLAMIC CITY, KELANTAN

Abstract

This paper aims to examine hisbah from aspects of tasawur, goals and elements which are found in Kota Bharu Municipal Council of Islamic City (MPKB-BRI), Kelantan. This research is based on two main issues. First, a handful of contemporary researchers in Malaysia say that the current institution of hisbah still exists, but adopts its own concepts and practices. The question is, how far is this statement true in the context of Malaysian institutions? For this reason, this paper attempts to examine the roots of hisbah from aspects of tasawur, goals and elements in MPKB-BRI. The second issue, MPKB-BRI is an institution that is responsible for developing and administering Kota Bharu, Kelantan based on Islamic teachings in line with the slogan (Membangun bersama Islam) "Develop with Islam". Hence, how is the basics of hisbah being fought together in the administration of MPKB-BRI as hisbah is also a knowledge that is born according to Islamic references? This paper is generally intended to find answers to these issues. The data of this study was collected through the interview method to obtain the primary data while the library method was used to obtain secondary data. The findings were analyzed using content analysis method. The paper concludes that there is compatibility between tasawur, goals and elements of hisbah and MPKB-BRI. The findings also show that MPKB-BRI has been working to implement hisbah in various aspects. However, there are still some things that need to be strengthened and enhanced from time to time to make the practice of hisbah in MPKB-BRI more efficient and holistic.
