An integrative review of strategic management with implications for SEAMEO regional centres

This integrative review examines the interrelationships among leadership, strategic planning, governance, and monitoring and evaluation, with implications for SEAMEO regional centers through structured data extraction, design-sensitive critical appraisal, and thematic synthesis, governance and implementation, monitoring and feedback, evidence-based decision-making, learning and adaptation, and the broader integration of strategic management. The findings indicate that these functions are indeed interconnected, although the evidence regarding their implementation and effectiveness varies. Three gaps were identified in the reviewed literature: limited organizational evidence from regional educational organizations, unclear mechanisms for linking evidence to decision-making and learning, and a scarcity of evaluations within this context. Studies concerning SEAMEO primarily focus on programmatic practices. Future research should investigate organizational responsibilities, governance, the evidence shared, decision-making processes, and feedback mechanisms within SEAMEO regional centres. This review proposes a research agenda for context-specific investigation, rather than a single, validated model.
