Human capital development in productive zakat programme: A conceptual framework for sustainable asnaf entrepreneurship

Abstract

This conceptual study examines human capital development as a critical mechanism for improving the effectiveness of productive zakat programmes and supporting the transformation of Asnaf recipients into sustainable micro-entrepreneurs. The study synthesises literature on productive zakat, Asnaf entrepreneurship, Human Capital Theory and Maqasid al-Shariah to develop an integrated framework. The analysis indicates that capital assistance alone is insufficient without entrepreneurship training, continuous mentoring, digital and financial literacy, monitoring, and ecosystem support. The proposed framework positions human capital development as a mediating mechanism linking productive zakat support to entrepreneurial capability, business sustainability and economic empowerment. The study contributes to the Sustainable Development Goals, particularly SDG 1 (No Poverty), SDG 4 (Quality Education) and SDG 8 (Decent Work and Economic Growth). Its practical implications emphasise needs assessment, staged training, mentor matching, performance monitoring and standardised impact indicators for zakat institutions.
