HISBAH PRACTISE AMONG AMIL ZAKAT: A STUDY AT KEDAH ZAKAT BOARD

Abstract

The Amil or the collector of tithe is the utmost key-driven in the zakat excellency. A collector plays a significant role in gathering tithe as well as to attract people to pay their responsibilities towards religion. If a person is gifted with a sense of dignity and personality, then the public's confidence in the zakat institution will increase. However, what is happening now is that there are cases of misbehavior among those collectors (amil) that bring a tarnish to the reputation of zakat institution. Therefore, one of the guidelines according to Islamic law to control the behavior of the amil is through the practice of hisbah. The goal of hisbah is to carry out the call of al-amr bi al-ma'ruf wa al-nahy 'an al munkar (calling for good and preventing evil), but the practice is different by every institution in government and private departments that has a different approach alone. There are two main objectives identified. First, identify the importance of Islam in the management of Islamic organizations. Secondly, analyze the forms of practicing the hisbah among the civilians especially at the State of Kedah Zakat Board (LZNK). This study is important as the hisbah is a key mechanism that monitors the behavior of the citizenry to be respected by the public. Next, a few key questions need to be answered. Why is the implementation of this hisbah important among zakat collector? What are the forms of practice that was performed by LZNK? This article is generally intended to find answers to these questions. The information that were gathered in this article were analysed using the content analysis method. The findings have reach to a conclusion that there are particulars steps as well as odus operandi taken in the administration such as warnings, letters of instruction and referral to the Disciplinary Committee by the LZNK Professional Services and Management Division against the non-obedient staff according to existing enactments and provisions. Finally, a number of proposals have been proposed, including the need to improve holistic understanding, appreciation and practice of LZNK by practitioners in order to achieve the goal of being a agents in minimizing the best possible issues and controls
